Central Govt employee advances 2026: 80% Assistive-Device advance official है, लेकिन festival और vehicle advance अभी सिर्फ 8th CPC demand

Central Government employees के लिए “advance” शब्द इस समय दो अलग contexts में चर्चा में है।

एक तरफ Government ने employees with disabilities के लिए prescribed assistive devices खरीदने से पहले up to 80% advance consider करने का रास्ता officially clarify किया है।

दूसरी तरफ employee organisations 8th Central Pay Commission से पुराने advances को restore करने और कुछ limits substantially बढ़ाने की मांग कर रही हैं।

इन दोनों developments को एक ही scheme समझना गलत होगा।

7 September 2026 के order में Government ने exactly क्या allow किया?

Department of Empowerment of Persons with Disabilities ने O.M. No. P-12015/1/2025-Policy dated 7 September 2026 में कहा कि Ministries और Departments prescribed assistive device की estimated cost का advance देने पर विचार कर सकते हैं।

Advance की quantum को up to 80% तक limit किया जा सकता है, subject to existing ₹10 lakh every three years ceiling और 22 September 2025 policy की बाकी conditions।

यह framework Central Government employees with disabilities को workplace reasonable accommodation उपलब्ध कराने से जुड़ा है।

इसका मतलब यह नहीं है कि every Central Government employee को ₹8 lakh या ₹10 lakh मिलेंगे।

₹10 lakh और 80% दो अलग numbers क्यों हैं?

₹10 lakh एक overall assistive-device cost ceiling है।

80% उस eligible estimated device cost पर advance की maximum level है जिसे Ministry/Department consider कर सकता है।

For example:

Estimated prescribed device costUp to 80% advance that may be considered
₹2 lakh₹1.60 lakh
₹5 lakh₹4 lakh
₹8 lakh₹6.40 lakh
₹10 lakh₹8 lakh

लेकिन actual sanction automatic नहीं है। O.M. में “may consider” wording use हुई है।

इससे पहले assistive devices कैसे provide होते थे?

22 September 2025 के DEPwD framework में दो methods पहले से available थे:

Employee purchase करे और reimbursement claim करे, या Department device purchase करके employee को provide करे।

2026 clarification ने purchase से पहले advance की facilitative modality add की।

इस change का practical purpose upfront financial burden कम करना है।

अगर किसी employee को expensive wheelchair, hearing aid, low-vision device, prosthetic, accessibility software या specialised technology की जरूरत है, तो eligible case में पूरी रकम पहले personally arrange करने की requirement कम हो सकती है।

हर employee अपनी पसंद का कोई भी device खरीद सकता है?

No.

2025 policy reasonable accommodation को case-by-case basis पर evaluate करने की बात करती है। Device employee की disability, assigned duties और actual functional requirement से linked होना चाहिए।

Policy employee के consultation और relevant DEPwD National Institute के technical input को भी recognise करती है। Government ने clearly कहा है कि “one size fits all” approach नहीं अपनाई जानी चाहिए।

₹10 lakh से ऊपर cost, additional device या three years से पहले replacement जैसे exceptional cases DEPwD को comments के लिए refer किए जा सकते हैं।

क्या यह 80% advance interest-free है?

Fresh 7 September 2026 O.M. कोई interest rate specify नहीं करता और इसे expressly interest-free advance भी नहीं कहता।

इसलिए अभी इसे:

“80% interest-free loan”

कहना official document से supported नहीं है।

यहीं इसे 8th CPC के सामने रखी गई separate employee demand से अलग करना जरूरी है।

7th CPC के बाद पुराने employee advances के साथ क्या हुआ था?

7th CPC recommendations implement करते समय Ministry of Finance ने 7 October 2016 को Government-servant advances framework में major changes किए।

Historical order के तहत कई interest-free advances discontinue किए गए, including:

Bicycle Advance, Warm Clothing Advance, Advance of Pay on Transfer, Festival Advance, Natural Calamity Advance और Advance of Leave Salary.

Medical Treatment, Travelling Allowance related advances और LTC advance जैसी कुछ facilities retain की गईं। Separate same-date order में Motor Car और Motorcycle/Scooter/Moped advances discontinue हुए, जबकि Personal Computer Advance का framework revise किया गया। Department of Expenditure official archive 7 October 2016 के advance order को record करता है।

अब 8th CPC के सामने क्या मांग रखी गई है?

NC-JCM Staff Side ने 14 April 2026 को 8th CPC को memorandum submit किया। Memorandum का advances section broadly यह argument करता है कि employees को essential advances बिना interest के उपलब्ध होने चाहिए और previously withdrawn facilities को reconsider किया जाए।

तीन proposals सबसे ज्यादा relevant हैं:

Four-Wheeler Advance: maximum ₹10 lakh, पूरी advance को interest-free रखने की मांग।

Natural Calamity Advance: one month Basic Pay, 24 instalments में recovery और no interest की मांग।

Festival Advance: one month Basic Pay, 10 instalments में recovery और interest-free restoration की मांग।

लेकिन ये recommendations भी अभी नहीं हैं।

ये सिर्फ Staff Side proposals हैं।

Assistive advance और 8th CPC demands में सबसे बड़ा difference क्या है?

इसे तीन stages में समझना आसान है:

Assistive-device advance: Government O.M. already exists.

Festival/Natural Calamity/Four-Wheeler: Staff Side ने 8th CPC से recommendation मांगी है.

Future position: पहले Commission recommendation देगा; उसके बाद Government decide करेगी कि accept, modify या reject करना है।

इसलिए किसी employee को अभी Festival Advance या ₹10 lakh Four-Wheeler Advance के लिए payment claim करने का right इस memorandum से नहीं मिलता।

क्या ₹10 lakh का figure दोनों cases में same meaning रखता है?

No.

यह headline confusion का बड़ा कारण बन सकता है।

Assistive devices: ₹10 lakh = three-year overall device-cost ceiling.

Four-Wheeler Advance demand: ₹10 lakh = NC-JCM द्वारा proposed maximum advance.

दोनों policies unrelated हैं और ₹10 lakh figure coincidentally दोनों जगह दिखाई देता है।

क्या confirmed है और क्या assume नहीं करना चाहिए?

Conclusion

Central Government employee advances पर 2026 में दो अलग stories चल रही हैं।

पहली already official है:

Employees with disabilities के prescribed assistive devices के लिए Ministry/Department estimated cost का up to 80% advance consider कर सकता है, subject to ₹10 lakh every three years ceiling.

दूसरी अभी proposal stage में है:

NC-JCM चाहता है कि 8th CPC Festival Advance और Natural Calamity Advance restore करे और ₹10 lakh तक Four-Wheeler Advance recommend करे, preferably interest-free.

इसलिए सबसे simple distinction है:

Assistive Device Advance = Official clarification

Old Employee Advances = 8th CPC demands

जब तक Commission recommendation और बाद में Government order नहीं आता, इन old advances को restored benefit नहीं माना जाना चाहिए।
