Haryana Government ने retired Central Armed Police Force personnel को State के Sainik and Ardh Sainik Welfare Department के database में formally register करने का अभियान फिर से तेज किया है।
9 September 2026 की official Haryana Government release में Minister Rao Narbir Singh ने कहा कि Haryana के retired CAPF personnel को Department की website पर register किया जाएगा और District Sainik and Ardh Sainik Welfare Offices, CAPF organisations, ex-servicemen organisations, Panchayati Raj Institutions तथा local administration eligible personnel को registration में guide करें।
लेकिन इस announcement का सही meaning समझना जरूरी है:
Registration ≠ New Pension
Registration ≠ Automatic Cash Grant
Registration ≠ Armed Forces Ex-Serviceman Status
यह primarily State welfare registration and identification exercise है।
क्या यह September 2026 में शुरू हुई बिल्कुल नई scheme है?
No.
यह शायद इस पूरे update का सबसे important chronological point है।
Haryana Government ने retired CAPF personnel registration का यही decision 23 June 2026 की official release में भी announce किया था। उस समय भी Government ने कहा था कि Haryana के retired Central Armed Police Force personnel को Department की website पर register किया जाएगा और district welfare offices तथा other organisations उन्हें encourage और assist करेंगे।
फिर 9 September 2026 को Government ने उसी initiative को दोबारा prominently reiterate किया।
इसलिए September development को सबसे accurately ऐसे समझना चाहिए:
यह fresh implementation/outreach push है, completely new scheme launch नहीं।
किन retired personnel के लिए यह registration relevant है?
Official Government release six major forces को specifically mention करती है:
Government wording specifically “retired Central Armed Police Force personnel from Haryana” के लिए registration की बात करती है।
Department की official website भी Ex-Central Armed Police Force personnel के लिए dedicated registration portal दिखाती है और CAPF registration/updates के लिए Mera Parivar portal use करने की बात कहती है।
Registration का practical purpose क्या है?
Official press release कोई detailed “registration benefits list” publish नहीं करती।
लेकिन Haryana Sainik and Ardh Sainik Welfare Department का stated mandate serving और retired Armed Forces/CAPF personnel, widows और dependants की welfare support से जुड़ा है। Department कहता है कि State level और district offices Defence और Para Military Forces के serving/retired personnel तथा families के welfare के लिए बनाए गए हैं।
इस context में registration का immediate administrative value broadly यह है:
Retiree identification → database inclusion → welfare administration → future communication / scheme processing where applicable
लेकिन यहां शब्द “where applicable” बहुत important है।
Registration अपने आप किसी individual को हर welfare scheme का beneficiary नहीं बनाती। प्रत्येक benefit अपनी अलग eligibility, policy और sanction conditions पर depend करेगा।
क्या registration के बाद कोई नया cash benefit मिलेगा?
9 September की announcement में कोई नया fixed amount घोषित नहीं हुआ।
Official release retired CAPF registration के साथ कोई नया:
monthly pension, cash grant, reservation percentage, medical allowance, employment quota या one-time registration payment
announce नहीं करती।
इसीलिए headline:
“Haryana CAPF retirees को registration पर नया पैसा मिलेगा”
official source से support नहीं होती।
Haryana Department के पास अलग-अलग welfare policies और CAPF-related policy documents जरूर हैं, including disability/ex-gratia-related policy material, लेकिन eligibility उन specific schemes की conditions पर depend करती है।
सबसे बड़ा confusion: क्या CAPF registration से Ex-Serviceman status मिल जाएगा?
No.
Haryana Department की official definition page Armed Forces को Army, Navy and Air Force के रूप में define करती है और Para Military Forces को उस Armed Forces definition से अलग रखती है। उसी page पर Ex-Central Armed Police Force personnel के लिए अलग dedicated registration section दिया गया है।
इसलिए दोनों categories को mix नहीं करना चाहिए।
Registration कैसे करना है?
Department की official page Ex-CAPF personnel के लिए dedicated portal उपलब्ध होने की बात कहती है और Mera Parivar portal को CAPF registration and updates के लिए identify करती है।
इसके अलावा Government ने केवल online self-registration पर burden नहीं छोड़ा है।
9 September release में District Sainik and Ardh Sainik Welfare Offices, CAPF organisations, ex-servicemen organisations, Panchayati Raj Institutions और local administration को eligible retired personnel को motivate और guide करने को कहा गया है।
इसका practical meaning है कि online process में difficulty होने पर concerned district welfare office भी important official support point है।
क्या registration की कोई last date घोषित हुई है?
Official 9 September release में कोई closing date नहीं दी गई।
23 June की earlier announcement में भी registration के लिए कोई final deadline mention नहीं की गई थी।
इसलिए किसी social-media post में:
“CAPF retirees को फलां तारीख से पहले registration करना compulsory है”
लिखा हो, तो exact Haryana Government order मांगा जाना चाहिए।
Current official material के आधार पर published deadline assume नहीं करनी चाहिए।
June announcement का official record मौजूद है और September release उसी registration push को repeat करता है।
Department homepage के 10 September snapshot में “Total CAPF Registrations (District-wise): 99” displayed था।
लेकिन यह figure केवल portal पर recorded registrations का snapshot है।
इसे:
“Haryana में सिर्फ 99 retired CAPF personnel हैं”
समझना बिल्कुल गलत होगा।
Official CAPF population table में data mismatch क्यों important है?
Haryana Department की CAPF page पर 10 September 2026 को retired personnel के लिए यह figures displayed थे:

लेकिन visible force-wise retired numbers को जोड़ने पर total 15,952 बनता है, जबकि same official table 12,119 दिखाती है।
Serving column में भी visible numbers और displayed total match नहीं करते।
इसलिए 12,119 को independently reconciled statewide retired-CAPF population के रूप में quote करना अभी safe नहीं है।
यह भी बताता है कि registration/data-cleaning exercise administratively useful क्यों हो सकती है—but यह अंतिम point हमारा inference है; Government ने explicitly data mismatch को registration campaign का reason नहीं बताया है।
BSF के सामने dash क्यों दिख रहा है?
Current official CAPF table में BSF serving और retired figures के सामने “-” displayed है।
इसलिए portal data को complete census नहीं समझना चाहिए।
Current page एक administrative dataset है, और उसकी visible completeness/total reconciliation पर caution जरूरी है।
Government की broader welfare policy को registration से mix क्यों नहीं करना चाहिए?
9 September release registration के अलावा कई separate announcements भी discuss करती है।
Government ने Department budget को 58.93% बढ़ाकर ₹178.14 crore करने का proposal बताया, Haryana Sainik and Ardh Sainik Welfare Corporation establish करने की process का उल्लेख किया, और 423 martyrs’ dependants को Government jobs दिए जाने की जानकारी दी। Release में Agniveer rehabilitation/reservation measures भी अलग से discuss किए गए।
लेकिन ये सभी separate welfare developments हैं।
Retired CAPF registration करने से इन हर benefits का automatic entitlement नहीं बनता।
यह distinction बहुत जरूरी है:

Every registered person qualifies for every scheme
Registration के बाद क्या expect करना reasonable है?
Registration को सबसे realistically administrative gateway के रूप में देखना चाहिए।
Registered information State Department को retired CAPF community को identify करने, district-level records maintain करने और applicable welfare communication/processing को organise करने में मदद कर सकती है।
लेकिन actual benefit तभी arise करेगा जब:
relevant scheme मौजूद हो + individual उसकी eligibility पूरी करे + prescribed process complete हो।
इसलिए registration useful है, लेकिन इसे guaranteed financial return के रूप में market करना गलत होगा।
क्या confirmed है और क्या assume नहीं करना चाहिए?
Retired CAPF personnel को practical तौर पर क्या करना चाहिए?
अगर कोई व्यक्ति Haryana से retired CAPF personnel है और अभी State welfare database में registered नहीं है, तो official Haryana Sainik and Ardh Sainik Welfare Department portal पर Ex-CAPF registration section check करना सबसे logical पहला step है। Department Mera Parivar portal के जरिए registration/update mechanism उपलब्ध होने की जानकारी देता है।
Online difficulty होने पर concerned District Sainik and Ardh Sainik Welfare Office से guidance लेना useful है, क्योंकि Government ने district offices को eligible personnel की सहायता करने के लिए specifically involve किया है।
Registration करते समय किसी future benefit का assumption करने की बजाय applicable welfare scheme की separate eligibility verify करनी चाहिए।
Haryana CAPF Registration 2026 की real story किसी नई pension या cash scheme की नहीं है।
असल development है:
Haryana Government retired CAPF personnel को State Sainik and Ardh Sainik Welfare system में formally register करने का organised push कर रही है, ताकि eligible retired personnel departmental database और welfare administration के साथ formally connected रहें।
23 June को decision already announce हो चुका था और 9 September को Government ने इसे फिर reinforce किया।
सबसे जरूरी distinction यही है:
Registration important है—but registration itself कोई universal benefit sanction नहीं है।
और:
Ex-CAPF registration Armed Forces Ex-Serviceman status का substitute नहीं है।
