ESM Job Reservation 2026: What veterans get today and what change is being demanded?

For an Ex-Serviceman applying for a Central Government job in 2026, two different things need to be understood clearly:

10 (1)

What benefit is available under the current rules today?
and
What additional reservation is now being demanded from the Government?

A representation dated 15 August 2026, addressed to the Secretary, Department of Personnel and Training (DoPT), seeks the restoration and expansion of reservation and other employment concessions for Ex-Servicemen.

However, the representation has not changed the existing recruitment rules. Veterans applying for Government jobs must continue to follow the current official framework unless DoPT issues a formal amendment.

What reservation do Ex-Servicemen currently get?

Under the existing Ex-Servicemen re-employment framework, the Government has reiterated reservation of:

  • 10% in Group C Central Government posts
  • 20% in Group D Central Government posts

The February 2026 amendment to the Ex-Servicemen re-employment rules also confirms the applicable age-relaxation framework. Eligible Ex-Servicemen can deduct their period of military service plus three years from their actual age while determining eligibility for civilian employment, subject to the relevant recruitment rules.

These are the benefits that applicants can rely on under the current framework.

Why the recruitment notification still matters?

ESM status does not automatically make a candidate eligible for every Central Government vacancy.

An applicant should check the specific recruitment notification for:

  • number of ESM-reserved vacancies;
  • age limit and relaxation;
  • educational qualification;
  • experience requirements;
  • ESM certificate/document format; and
  • category-specific conditions.

The individual recruitment notice remains the practical guide for an ongoing selection process.

What fresh demand has now reached DoPT?

The letter dated 15 August 2026 refers to a representation submitted by the Bhootpoorv Sainik Jan Kalyan Samiti, Uttar Pradesh.

The representation seeks a broader employment framework for Ex-Servicemen after military service.

Its main concern is that the effective scope of ESM reservation has reduced over time because of changes in Government post classification and subsequent policy changes.

The visible page of the representation refers to earlier coverage across Group A, Group B, Group C and Group D posts.

But an important distinction must be maintained:

The document raises the issue of broader reservation—it does not itself restore reservation in Group A or Group B.
What exactly is being requested?

Based on the available first page of the representation, the demand can be understood under four broad heads.

Restore

The organisation wants the Government to review whether Ex-Servicemen should again receive reservation across a wider range of posts.

Expand

It seeks broader opportunities for veterans in Central Government employment.

Strengthen

The representation also asks for existing employment concessions to be strengthened.

Improve second-career rehabilitation

The underlying argument is that many Armed Forces personnel retire while they still have significant working years and family responsibilities ahead of them.

The demand therefore connects reservation with the broader issue of resettlement and civilian employment after military service.

Who has raised the issue with DoPT?

The letter is dated 15 August 2026 and is addressed to the Secretary, Department of Personnel and Training.

It forwards the representation relating to Ex-Servicemen reservation and asks for the existing provisions to be reviewed and strengthened.

For veterans, the key point is not who wrote the forwarding letter but where the matter currently stands:

The issue has been placed before DoPT for consideration.

There is no Government approval visible in the document supplied.

Has Group A or Group B reservation been restored?
No.

The representation refers to the historical position claimed by the organisation and argues for wider coverage.

But the available letter does not:

  • create Group A reservation;
  • create Group B reservation;
  • announce a new ESM quota percentage;
  • amend existing recruitment rules; or
  • change any ongoing examination or recruitment process.

The current official framework therefore continues unless the Government formally changes it.

What must happen before the rules can change?

A representation alone cannot amend Central Government recruitment rules.

The process would broadly require:

Representation / demand
↓
Examination by competent Government authority
↓
Policy decision
↓
Formal rules / Office Memorandum / notification, if approved
↓
Implementation in applicable recruitment

Until such an official action appears, the demand should not be treated as an approved benefit.

Why is the demand important for veterans?

A large number of Armed Forces personnel leave service with substantial professional experience but still have many years of potential civilian employment ahead of them.

The current representation argues that Government employment policy should provide stronger support for their rehabilitation and reintegration into civilian careers.

This makes the issue relevant not only to veterans who have already retired but also to serving personnel planning a second career.

What should an Ex-Serviceman do right now?

Until an official rule change is issued, ESM applicants should work under the existing framework.

Check the official recruitment notification

Do not rely only on social-media posts or representations.

Look for ESM vacancies

Confirm whether the recruitment specifically provides vacancies for Ex-Servicemen.

Verify age relaxation

The current re-employment framework provides the applicable military-service-based age relaxation, subject to recruitment conditions.

Check qualifications and documents

Reservation does not automatically remove educational, technical or experience requirements unless the recruitment rules specifically provide such relaxation.

Apply under the existing rules

Do not wait for the current representation to be decided if an eligible recruitment is already open.

Watch for an official DoPT update

Any expanded reservation should be treated as effective only after a formal Government notification or rule change.

Current benefit vs proposed change
Available under current frameworkFresh demand
10% Group C reservationWider reservation coverage sought
20% Group D reservationRestoration and expansion requested
Military-service-based age relaxationStronger employment concessions sought
Existing recruitment rules applyGovernment policy review requested
Benefit can be used where applicable nowNew benefit requires formal approval

The Government’s February 2026 official update confirms the existing 10% Group C and 20% Group D reservation framework and the military-service-plus-three-years age-relaxation mechanism.

Quick fact check
QuestionPosition
Has a fresh ESM reservation demand been raised?Yes
Letter date15 August 2026
Department approachedDoPT
Has a wider quota been approved?No approval shown
Current Group C reservation10%
Current Group D reservation20%
Is age relaxation available?Yes, subject to applicable rules
Has this letter restored Group A/B reservation?No
What should applicants follow today?Existing official recruitment rules
Final takeaway

The fresh Ex-Servicemen reservation demand of August 2026 is significant because it seeks a broader Central Government employment framework for veterans.

But for an ESM applicant, the position today remains straightforward:

Existing reservation benefits can be used now. Wider reservation is still a demand.

The current official framework continues to provide 10% reservation in Group C and 20% reservation in Group D posts, along with prescribed age-relaxation benefits.

The new representation seeks restoration, expansion and stronger concessions, but these proposals should not be treated as approved until the Government issues a formal order.

For veterans applying today:

Check the vacancy → Verify ESM benefit → Confirm eligibility → Apply under existing rules → Watch for the official DoPT decision.
