UPS option submit करने से pension automatically शुरू क्यों नहीं होती?
UPS option देना pension process का पहला महत्वपूर्ण step है, लेकिन assured payout के लिए केवल option form पर्याप्त नहीं है।
Central Government के official UPS FAQs के अनुसार retirement के समय employee की qualifying service Head of Office determine करता है। UPS payout individual corpus और benchmark corpus से भी जुड़ा है। Assured payout authorise करने से पहले prescribed corpus-related conditions पूरी होनी होती हैं।
इसलिए practical process को broadly ऐसे समझा जा सकता है:
UPS Option → Departmental Verification → Service Record → PAO/Accounts Processing → CRA/UPS Records → Applicable Authorisation → Payout
Delhi retirees की current grievance इसी chain के बीच reported delay से जुड़ी दिखाई देती है।
Vinod Bala case इस problem को कैसे explain करता है?
Federation ने Delhi Government teacher Vinod Bala, जो Kakrola के एक school से retire हुईं, का example दिया है।
Reported timeline के अनुसार:
- 18 June 2025: UPS option form submitted
- 25 September 2025: Pay & Accounts Office ने form receive किया
- Retirement के बाद भी pension शुरू नहीं हुई
- 18 August 2026: AINPSEF ने case को Finance Minister के सामने pending example के रूप में उठाया
ये dates Federation के representation पर आधारित Economic Times report से आती हैं; कोई independent Government pension-status order अभी publicly उपलब्ध नहीं है।
Central Government UPS rules और Delhi implementation में फर्क क्या है?
यही current issue का सबसे महत्वपूर्ण legal-administrative distinction है।
Ministry of Finance का official UPS framework NPS-covered Central Government employees के लिए notified है और 1 April 2025 से operational हुआ। Official FAQs qualifying service, individual corpus, benchmark corpus, assured payout और past NPS retirees के treatment को define करते हैं।
लेकिन इससे automatically यह establish नहीं होता कि हर GNCTD employee का UPS account और pension-processing mechanism उसी तारीख से fully operational हो गया था।
इस बात को 10 March 2026 के GNCTD Law Department meeting minutes और स्पष्ट करते हैं। उस meeting में PFRDA officials ने कहा था कि उन्होंने Principal Secretary (Finance), GNCTD के साथ engagement शुरू करने के steps लिए हैं ताकि Government of NCT of Delhi employees, including judicial officers, के लिए UPS introduction process शुरू किया जा सके। Record में यह भी कहा गया कि उस समय proposed meeting के लिए Principal Secretary (Finance) से time मिलना बाकी था।
इसलिए Delhi issue को केवल “UPS form भर दिया, pension क्यों नहीं मिली?” के रूप में नहीं, बल्कि “Central framework से GNCTD operational implementation तक administrative transition पूरा हुआ या नहीं?” के रूप में समझना ज्यादा accurate है।
UPS pension processing में कौन क्या करता है?
Exact workflow employee category और applicable administrative arrangements पर depend कर सकता है, लेकिन official UPS framework से कुछ responsibilities clear होती हैं।

Head of Office / Department
Official FAQ के अनुसार retirement के समय qualifying service determine करने की responsibility Head of Office की है।
Pay & Accounts Office
Salary, retirement and pension-related financial processing chain का महत्वपूर्ण हिस्सा होता है। Vinod Bala case में Federation ने specifically PAO receipt date का उल्लेख किया है।
CRA
UPS/NPS subscriber records, PRAN-linked information और corpus-related data infrastructure में role निभाता है। Official FAQs यह भी कहते हैं कि individual corpus और corresponding benchmark corpus की value employee को periodic basis पर बताई जानी चाहिए।
PFRDA / UPS Framework
UPS operationalisation PFRDA regulations के तहत governed है। PFRDA ने Operationalisation of Unified Pension Scheme under NPS Regulations, 2025 notify किए हैं।
लेकिन current Delhi cases में delay के लिए इनमें से किस authority की specific responsibility है, इसका official determination अभी उपलब्ध नहीं है।
Federation Finance Minister से क्या चाहती है?
AINPSEF ने Finance Minister से pending Delhi Government retiree cases की urgent review और time-bound resolution की मांग की है।
Federation की reported demands में शामिल हैं:
- prescribed period में exercised UPS options की processing
- eligible pension claims का settlement
- due pension payments की शुरुआत
- admissible arrears का release
- delay होने पर applicable rules के तहत interim pensionary arrangement पर consideration
- Centre और GNCTD के बीच better coordination
ये employee federation की demands हैं; इन्हें Government-approved directions नहीं माना जाना चाहिए।
Past retirees के लिए Central UPS framework क्या कहता है?
Official Ministry of Finance FAQs के अनुसार UPS provisions eligible past NPS retirees, जो UPS operationalisation से पहले superannuate हुए थे, पर भी prescribed manner में लागू हो सकते हैं।
Official FAQ past-period arrears और PPF-rate-linked interest का भी provision बताता है, subject to required adjustments.
लेकिन यह provision Central Government UPS framework का हिस्सा है। इससे यह automatically prove नहीं होता कि किसी specific Delhi Government retiree को वही benefit बिना GNCTD-level implementation के payable हो गया है।
अगर UPS pension pending है तो retiree को कौन से records check करने चाहिए?
Affected employee के लिए सबसे practical step अपने pension-processing trail को document करना है।
