Bonus 2026 explained: Why railway employees get ₹17,951 while central govt employees get ₹6,908?

The Central Government has announced two bonus payments for the financial year 2025–26. Eligible Railway employees will receive up to ₹17,951 under the 78-day Productivity Linked Bonus (PLB), while employees covered by the 30-day Non-Productivity Linked Bonus scheme can receive up to ₹6,908.

Although both schemes provide financial benefits ahead of the festive season, their calculation methods and eligibility conditions differ.

An equally important detail is that the ₹7,000 monthly bonus calculation ceiling has remained unchanged since at least 2019–20, limiting the maximum payment despite increases in employees’ actual salaries.

PLB vs Non-PLB Bonus: Why are the amounts different?

Railway employees receive Productivity Linked Bonus, an incentive associated with the organisation’s operational performance. The Union Cabinet approved 78 days’ PLB on 14 October 2026, covering 11,40,770 employees with a total financial allocation of ₹2,009.61 crore.

The Ministry of Finance subsequently issued its Non-PLB Bonus order on 15 October 2026 for eligible Central Government employees outside productivity-linked schemes.

Maximum payment₹17,951₹6,908
Monthly calculation ceiling₹7,000₹7,000
Scheme typeProductivity LinkedAd-hoc Bonus

The different payment amounts primarily reflect the separate bonus schemes and their approved durations. They should not be treated as different rates for an identical benefit.

Who is eligible for Bonus 2026?

The Railway PLB covers eligible non-gazetted employees, including Loco Pilots, Track Maintainers, Station Masters, Train Managers, Technicians, Pointsmen, Supervisors and other specified Group C staff.

RPF and RPSF personnel are excluded from the Railway PLB order.

The Non-PLB scheme covers eligible Group C and non-gazetted Group B Central Government employees who are not receiving a Productivity Linked Bonus. Eligible Armed Forces and Central Paramilitary Forces personnel are also covered under the applicable conditions.

For regular Non-PLB employees, the general requirement includes being in service on 31 March 2026 and completing at least six months of continuous service during the financial year. Proportionate payments and specified exceptions apply under the order.

Certain qualifying casual labourers are also covered separately, with a maximum calculated payment of ₹1,184 under the prescribed conditions.

How does the ₹7,000 bonus calculation ceiling affect employees?

The calculation ceiling is often misunderstood as a salary limit for receiving a bonus. However, it restricts the amount of monthly earnings considered for calculating the payment.

For Non-PLB, the government-prescribed calculation for 30 days is:

Bonus = Monthly emoluments considered × 30 ÷ 30.4

At the maximum calculation ceiling:

₹7,000 × 30 ÷ 30.4 = ₹6,907.89

After rounding, the payable maximum becomes ₹6,908.

This means two otherwise equally eligible employees earning ₹25,000 and ₹50,000 per month can receive the same maximum Non-PLB amount if both qualify for the full bonus period.

For Railway PLB, the 2026 Railway Board order similarly caps wages considered for calculation at ₹7,000 per month. However, its prescribed calculation procedure is governed by separate Railway instructions, and the officially sanctioned maximum is ₹17,951.

Bonus comparison: Has the maximum amount increased since 2019–20?

Historical government announcements reveal that the two maximum bonus amounts remain unchanged when comparing financial years 2019–20 and 2025–26.

Bonus categoryFY 2019–20FY 2025–26
Railway PLB₹17,951₹17,951
Central Govt Non-PLB₹6,908₹6,908
Monthly calculation ceiling₹7,000₹7,000

Despite a six-year gap, neither scheme shows an increase in the maximum individual payment in this comparison.

What does an unchanged bonus ceiling mean for purchasing power?

An employee receiving ₹6,908 today receives the same nominal amount as in 2020. However, rising prices reduce the quantity of goods and services that a fixed amount of money can purchase.

The same principle applies to the Railway PLB maximum.

While the bonus remains an additional annual financial benefit, its real purchasing power has weakened over time because the calculation ceiling has not been adjusted in line with general price increases.

This makes the calculation ceiling an important factor when assessing the long-term value of these payments.

Will the government increase the bonus calculation ceiling?

The latest Railway and Finance Ministry orders do not announce any increase in the ₹7,000 monthly calculation ceiling.

Any revision would require a separate government decision and the relevant implementing instructions.

The 2026 announcements therefore confirm the continuation of the existing payment framework rather than an enhancement of the maximum bonus amounts.

For employees, the distinction is clear: a bonus has been sanctioned, but the ceiling determining its maximum value remains unchanged.
