Central government employees के लिए Children Education Allowance और Hostel Subsidy से जुड़ा confusion अब clear हो गया है।
DoPT ने 30 June 2026 को एक corrigendum जारी किया है, जिसमें CEA और Hostel Subsidy की reimbursement wording को correct किया गया है।
सबसे जरूरी बात यह है:
CEA fixed है, लेकिन Hostel Subsidy fixed नहीं है।
Children Education Allowance यानी CEA ₹2,812.50 per month per child fixed रहेगा।
लेकिन Hostel Subsidy ₹8,437.50 per month per child automatically fixed payment नहीं है। Hostel Subsidy में employee को actual boarding and lodging expenditure या ₹8,437.50 — इनमें जो कम होगा, वही मिलेगा।
यही correction employees को समझना सबसे ज्यादा जरूरी है।
यह update क्यों important है?
कई employees DA 50% होने के बाद CEA और Hostel Subsidy को same nature का benefit समझ रहे थे।
लेकिन दोनों का calculation nature अलग है।
CEA में fixed monthly amount मिलता है।
Hostel Subsidy में maximum ceiling होती है।
DoPT corrigendum ने इसी फर्क को clearly correct किया है।
इसलिए अगर कोई employee यह मानकर चल रहा था कि Hostel Subsidy हमेशा ₹8,437.50 per month per child मिलेगी, तो उसे अब rule दोबारा समझना चाहिए।
पहले basic rule क्या था?
DoPT के 17 July 2018 consolidated instructions में CEA और Hostel Subsidy के basic rates दिए गए थे।
उस समय rates इस प्रकार थे:

इन instructions में यह भी कहा गया था कि जब Dearness Allowance revised pay structure पर 50% बढ़ेगा, तो CEA और Hostel Subsidy rates में 25% increase होगा।
DA 50% होने के बाद इसी rule के कारण revised rates आए।
DA 50% के बाद revised rates क्या बने?
25% increase के बाद revised amounts इस प्रकार बने:

लेकिन यहां सबसे बड़ा difference है:
CEA का revised amount fixed है।
Hostel Subsidy का revised amount maximum ceiling है।
DoPT corrigendum ने क्या correct किया?
DoPT के earlier clarification में wording से यह impression बन सकता था कि Hostel Subsidy भी fixed ₹8,437.50 per month per child है।
30 June 2026 के corrigendum ने इसे correct किया।
Correct rule अब इस तरह समझना चाहिए:
Children Education Allowance = ₹2,812.50 per month per child fixed
Hostel Subsidy = actual boarding and lodging expenditure or ₹8,437.50 per month per child, whichever is lower
यानी CEA और Hostel Subsidy को एक जैसा नहीं समझना चाहिए।
CEA fixed होने का मतलब क्या है?
CEA में employee को eligible child के लिए ₹2,812.50 per month per child fixed reimbursement मिलेगा।
इसका मतलब है कि actual education expense कम या ज्यादा होने से CEA amount reduce नहीं होगा, subject to existing eligibility conditions.
Simple example:
अगर eligible child के लिए CEA claim approved है, तो amount ₹2,812.50 per month per child रहेगा।
यह school fee की exact monthly amount पर based calculation नहीं है।
Hostel Subsidy fixed क्यों नहीं है?
Hostel Subsidy का nature अलग है।
यह boarding and lodging expenditure से जुड़ा reimbursement है।
इसलिए इसमें maximum limit तो ₹8,437.50 per month per child है, लेकिन payable amount actual expenditure से ज्यादा नहीं हो सकता।
Simple rule:
Actual खर्च कम है, तो actual मिलेगा।
Actual खर्च ज्यादा है, तो maximum ceiling मिलेगी।
Hostel Subsidy calculation कैसे करें?
Hostel Subsidy समझने के लिए यह table सबसे आसान है:

यानी अगर actual hostel expense ₹7,000 है, तो employee को ₹8,437.50 नहीं मिलेगा।
उसे ₹7,000 ही मिलेगा।
अगर actual hostel expense ₹10,000 है, तो employee को full ₹10,000 नहीं मिलेगा।
उसे maximum ₹8,437.50 मिलेगा।
सबसे आसान formula
CEA formula:
CEA = ₹2,812.50 per month per child fixed
Hostel Subsidy formula:
Hostel Subsidy = actual boarding/lodging expense or ₹8,437.50, whichever is lower
यही इस corrigendum का core message है।
क्या यह नया allowance है?
नहीं।
यह कोई नया allowance नहीं है।
यह DoPT का corrigendum है, जिसका purpose earlier wording को correct करना है।
DA 50% होने के बाद 25% increase का rule पहले से था।
30 June 2026 corrigendum ने सिर्फ Hostel Subsidy की reimbursement nature को clear किया है।
इसलिए employees इसे new benefit या new allowance की तरह न समझें।
क्या CEA में कोई negative change है?
नहीं।
CEA के मामले में कोई negative change नहीं है।
CEA ₹2,812.50 per month per child fixed रहेगा।
DoPT corrigendum का main impact Hostel Subsidy की understanding पर है।
जो employees केवल CEA claim करते हैं, उनके लिए यह clarification mostly confusion हटाने वाला है।
क्या Hostel Subsidy में अब कम payment मिलेगी?
यह depend करेगा कि actual hostel boarding and lodging expense कितना है।
अगर actual expense ₹8,437.50 या उससे ज्यादा है, तो maximum ceiling तक amount मिल सकता है।
अगर actual expense कम है, तो payable amount actual expense के बराबर होगा।
इसलिए ऐसे employees जिनके child का hostel expense ceiling से कम है, उन्हें fixed ceiling amount expect नहीं करना चाहिए।
क्या previous payment में recovery हो सकती है?
DoPT corrigendum में direct recovery शब्द use नहीं किया गया है।
इसलिए यह लिखना सही नहीं होगा कि recovery निश्चित रूप से होगी।
लेकिन practical possibility यह हो सकती है कि department claim records check करे।
अगर किसी employee को Hostel Subsidy fixed ₹8,437.50 मानकर paid हुई हो, जबकि actual boarding and lodging expense कम था, तो department service rules के अनुसार adjustment या recovery examine कर सकता है।
Safe understanding यही है:
Departments corrigendum के बाद Hostel Subsidy claims को actual expense or ceiling, whichever is lower, के आधार पर process कर सकते हैं।
किन employees को यह update जरूर पढ़ना चाहिए?
यह update especially उन employees के लिए important है:
जो Children Education Allowance claim करते हैं,
जो Hostel Subsidy claim करते हैं,
जिनके child hostel में पढ़ रहे हैं,
जिन्होंने DA 50% के बाद revised claim submit किया है,
जो central government departments में working हैं,
जो defence civilian, railway या other central establishments में हैं,
और जिन्हें reimbursement rules समझने की जरूरत है।
Defence establishments और Armed Forces personnel के मामले में applicability संबंधित service orders या departmental adoption instructions के अनुसार verify करनी चाहिए।
Claim भरते समय कौन से documents useful होंगे?
CEA और Hostel Subsidy claim करते समय departments अपने internal rules के अनुसार documents मांग सकते हैं।
Employees को generally ये documents ready रखने चाहिए:
school certificate,
child study certificate,
hostel certificate where applicable,
boarding and lodging receipt,
fee receipt,
claim form,
employee declaration,
and department-specific supporting documents.
Hostel Subsidy के लिए actual boarding and lodging proof ज्यादा important हो सकता है, क्योंकि payable amount actual expense or ceiling, whichever is lower, पर depend करेगा।
2018, 2024 और 2026 documents को साथ में क्यों पढ़ना चाहिए?
इस issue को सही समझने के लिए तीन documents important हैं।
पहला, 17 July 2018 instructions — इसमें CEA और Hostel Subsidy की original conditions और rates दिए गए थे।
दूसरा, 25 April 2024 clarification — इसमें DA 50% होने के बाद 25% increase के revised rates बताए गए थे।
तीसरा, 30 June 2026 corrigendum — इसमें Hostel Subsidy की wording correct की गई है।
अगर सिर्फ 2024 clarification पढ़ी जाए, तो confusion रह सकता है।
अगर 2026 corrigendum पढ़ा जाए, तो CEA और Hostel Subsidy का difference clear हो जाता है।
क्या बाकी conditions बदली हैं?
DoPT corrigendum के अनुसार 17 July 2018 और 25 April 2024 OMs की बाकी terms and conditions unchanged रहेंगी।
इसका मतलब है कि corrigendum ने entire CEA policy replace नहीं की है।
Eligibility, number of children, documentation, claim process और other conditions पुराने instructions के अनुसार ही apply होंगी, जब तक कोई separate amendment न हो।
Two eldest surviving children rule क्या रहेगा?
DoPT के earlier instructions में CEA और Hostel Subsidy generally two eldest surviving children तक limited हैं, subject to existing exceptions and conditions.
Corrigendum ने इस condition को बदलने की बात नहीं की है।
इसलिए employees को यह नहीं मानना चाहिए कि 2026 corrigendum ने eligibility expansion कर दिया है।
यह correction सिर्फ reimbursement wording से जुड़ा है।
Divyang children के लिए क्या point है?
Earlier instructions में Divyang children के लिए CEA double rate पर payable होने की बात दी गई थी, subject to applicable conditions.
30 June 2026 corrigendum ने बाकी terms unchanged रखी हैं।
इसलिए Divyang children से जुड़े claims में employees को original DoPT instructions और department-specific claim process carefully check करना चाहिए।
Employees को सबसे ज्यादा कौन सी गलती avoid करनी चाहिए?
सबसे बड़ी गलती है:
Hostel Subsidy को CEA की तरह fixed amount समझ लेना।
CEA fixed है।
Hostel Subsidy ceiling-based reimbursement है।
दूसरी गलती है hostel claim में actual expense proof ready न रखना।
तीसरी गलती है ₹8,437.50 को guaranteed monthly payment मान लेना।
चौथी गलती है corrigendum को नया allowance समझ लेना।

Claim submit करने से पहले यह checklist देख लें:
क्या आप eligible employee हैं?
क्या child eligible category में आता है?
क्या claim two eldest surviving children rule के अंदर है?
क्या CEA और Hostel Subsidy को अलग-अलग समझा है?
क्या Hostel Subsidy के लिए actual boarding/lodging proof है?
क्या ₹8,437.50 को ceiling माना है, fixed amount नहीं?
क्या department-specific form और certificate complete हैं?
क्या earlier excess payment issue हो सकता है?

Example 1: CEA claim
मान लीजिए employee का child school में पढ़ रहा है और CEA eligibility fulfill होती है।
CEA amount होगा:
₹2,812.50 per month per child fixed.
अगर actual school-related expense ₹2,000 है, तब भी CEA fixed rate के अनुसार claim process होगा, subject to rules.
अगर actual expense ₹5,000 है, तब भी CEA ₹2,812.50 per month per child ही रहेगा.
Example 2: Hostel Subsidy claim
मान लीजिए child hostel में है और actual boarding/lodging expense ₹7,500 per month है।
Payable amount होगा:
₹7,500 per month.
क्योंकि actual expense ceiling से कम है।
अब मान लीजिए actual expense ₹9,500 per month है।
Payable amount होगा:
₹8,437.50 per month.
क्योंकि ceiling actual expense से कम है।
Departments के लिए भी यह clarification क्यों important है?
यह corrigendum सिर्फ employees के लिए नहीं, departments के लिए भी important है।
Accounts, establishment और administration sections को CEA और Hostel Subsidy claims process करते समय दोनों की nature अलग-अलग समझनी होगी।
CEA में fixed rate apply होगा।
Hostel Subsidy में actual expense verification और ceiling comparison important होगा।
इससे future objections, audit issues और excess payment disputes कम हो सकते हैं।

DoPT का 30 June 2026 corrigendum central government employees के लिए छोटा लेकिन बहुत important clarification है।
इससे CEA और Hostel Subsidy के बीच का difference साफ हो गया है।
