Haryana में Ex-Agniveers के लिए सरकारी नौकरी का framework अब दो महत्वपूर्ण official steps पर पहुंच चुका है। 18 August 2026 को Haryana Government ने direct recruitment के लिए consolidated reservation instructions जारी किए, जो 1 September 2026 से लागू होंगे। इसके बाद 25 August 2026 के अलग Government letter में departments, boards और corporations से actual direct-recruitment vacancies का data मांगा गया, ताकि Ex-Agniveer quota के तहत उपलब्ध posts की पहचान की जा सके।
इसका मतलब यह नहीं है कि कोई नई application window खुल गई है। अभी Government का focus यह तय करने पर है कि किस post पर reservation लागू होगा, कितनी direct vacancies उपलब्ध हैं और उनमें Ex-Agniveers के लिए कितनी tentative positions बनती हैं। 27 August 2026 तक उपलब्ध official material में total vacancy figure या नई recruitment application date घोषित नहीं की गई है।
नए Haryana Ex-Agniveer rules में सबसे बड़ा बदलाव क्या है?
18 August के consolidated instructions ने earlier Ex-Agniveer reservation instructions को replace कर दिया है। Government ने साफ कहा है कि नए rules 1 September 2026 से matter को govern करेंगे, जबकि 20 August 2025 और 20 July 2026 के earlier instructions वापस लिए गए हैं।
इसलिए current reservation position समझने के लिए पुराने webpage figures या earlier circulars की बजाय 18 August 2026 के consolidated instructions को प्राथमिक reference माना जाना चाहिए।
Horizontal reservation का practical मतलब क्या है?
यह reservation अलग standalone vertical category की तरह operate नहीं करता।
18 August circular में Government ने category-wise roster points prescribe किए हैं। इसका practical effect यह है कि selected Ex-Agniveer अपनी applicable vertical category—जैसे Unreserved, Scheduled Caste, BC-A, BC-B या EWS—के framework के भीतर adjust किया जाएगा।
इसलिए केवल reservation percentage देखकर final vacancy संख्या निकालना सही नहीं होगा।
उदाहरण के लिए किसी post पर 20% horizontal reservation होने का मतलब तभी actual opportunity में बदलेगा जब उस recruitment cycle में पर्याप्त direct vacancies हों और category roster में संबंधित positions उपलब्ध हों।
अगर suitable Ex-Agniveer नहीं मिला तो reserved post का क्या होगा?
यह new consolidated instructions का एक महत्वपूर्ण लेकिन अक्सर miss होने वाला point है।
Government ने कहा है कि यदि किसी particular post के लिए suitable Ex-Agniveer उपलब्ध नहीं होता, तो वह post संबंधित vertical reservation category के suitable candidate से भरी जा सकती है।
इसका मतलब Ex-Agniveer reservation automatic appointment guarantee नहीं है। Candidate को संबंधित recruitment की prescribed eligibility और selection requirements पूरी करनी होंगी।
CET, Physical Screening और written test में क्या राहत मिलेगी?
Haryana Government ने अलग-अलग stages पर अलग exemptions दी हैं।
Group C: Ex-Agniveers को Common Eligibility Test यानी CET से exemption दी गई है।
Skill-specialisation test: जिन Group C posts में Agniveer training के दौरान प्राप्त skill specialisation relevant है, वहां Ex-Agniveer को उस relatable skill test से exemption मिल सकती है।
Physical Screening Test: Official instructions specifically Police Constable, Forest Guard, Warder और Mining Guard recruitment में Ex-Agniveer को Physical Screening Test से exemption देते हैं।
लेकिन एक critical condition बनी रहती है:
Ex-Agniveer को advertised post के लिए recruitment agency द्वारा prescribed written test देना होगा।
इसलिए CET exemption को “बिना exam सरकारी नौकरी” समझना गलत होगा।
Vacancy mapping की जरूरत क्यों पड़ी?
Reservation percentage अकेले यह नहीं बताता कि वास्तव में कितनी jobs उपलब्ध होंगी।
इसी gap को address करने के लिए General Administration Department ने 25 August 2026 को letter No. 42/40/2026-5HR-II जारी किया। इसमें Government ने direct recruitment quota के तहत उपलब्ध vacancies ascertain करने का निर्णय दर्ज किया, जिनके against Ex-Agniveers की recruitment HPSC और HSSC के जरिए की जानी है।
इस exercise में state departments के साथ boards और corporations भी शामिल हैं।
Direction भेजी गई:
- Administrative Secretaries
- Heads of Departments
- Divisional Commissioners
- Deputy Commissioners
- Boards और Corporations के Managing Directors
- Chief Administrators
- Chief Executive Officers
इससे potential recruitment scope केवल एक या दो departments तक सीमित नहीं रहता।
Departments से exactly कौन-सा vacancy data मांगा गया?
25 August letter के साथ Government ने एक prescribed proforma दिया।
Departments से मांगी गई information में शामिल है:
- Ex-Agniveers के लिए reserved post का नाम
- applicable reservation percentage
- Ex-Agniveers के लिए tentative vacancies
- UR category breakup
- OSC category breakup
- DSC category breakup
- BC-A category breakup
- BC-B category breakup
- EWS category breakup
- month-wise recruitment position
Departments को यह information 26 August 2026 को 3:00 PM तक भेजने को कहा गया था।
यही कारण है कि अब सबसे महत्वपूर्ण अगला Government update reservation percentage नहीं, बल्कि actual post-wise vacancy count होगा।
HPSC और HSSC का नाम आने का क्या मतलब है?
25 August letter explicitly कहता है कि State Government उन direct recruitment vacancies की availability ascertain कर रही है जिनके against Ex-Agniveers की recruitment Haryana Public Service Commission और Haryana Staff Selection Commission के माध्यम से की जानी है।
लेकिन यह administrative planning stage है।
इस letter को HPSC या HSSC recruitment advertisement नहीं समझना चाहिए।
किसी candidate के लिए actual recruitment तभी actionable होगी जब relevant Commission:
- advertisement number,
- post name,
- qualifications,
- age conditions,
- application dates,
- written-test requirements,
- और document requirements
officially publish करे।
क्या सभी Ex-Agniveers इस Haryana reservation का benefit ले सकते हैं?
नहीं।
18 August instructions और 25 August vacancy letter दोनों का focus Haryana domicile वाले Ex-Agniveers पर है।
इसलिए किसी दूसरे राज्य के Ex-Agniveer को Haryana का horizontal reservation automatically मिलेगा, ऐसा मानना सही नहीं होगा।
हालांकि future open recruitment में non-Haryana candidates सामान्य eligibility के तहत apply कर सकते हैं या नहीं, यह संबंधित advertisement की conditions से तय होगा।
अभी कौन-सी बात officially पता नहीं है?
Current official documents policy और vacancy-identification mechanism बताते हैं, लेकिन अभी कई candidate-level details उपलब्ध नहीं हैं।
अभी घोषित नहीं हुआ है:
- कुल Ex-Agniveer vacancies
- department-wise final vacancy number
- कौन-सा department पहले recruitment करेगा
- application opening date
- closing date
- examination schedule
- final post-wise qualification
- consolidated recruitment calendar for these vacancies
इसलिए अभी circulate होने वाले किसी भी unofficial “500 posts”, “1,000 posts” या “forms open” जैसे claims को official notification आने तक confirmed नहीं माना जाना चाहिए।
Ex-Agniveers को अभी किस information पर सबसे ज्यादा नजर रखनी चाहिए?
अब reservation percentage से ज्यादा important department-wise vacancy identification है।
Candidates को अगले official updates में चार चीजें देखनी चाहिए:
Post name: किस cadre/post पर vacancy identify हुई?
Vacancy count: Ex-Agniveer quota में tentative number कितना है?
Recruiting agency: HSSC या HPSC में से कौन process करेगा?
Advertisement conditions: qualification, domicile proof, written test और documents क्या होंगे?
इस stage पर documents तैयार रखना practical है, लेकिन किसी unofficial checklist को final mandatory list नहीं मानना चाहिए। Haryana domicile proof, service/release records, educational certificates, category certificate और identity documents generally useful preparation records हो सकते हैं; final requirement हमेशा advertisement से confirm होगी।
इस update का सबसे महत्वपूर्ण takeaway क्या है?
Haryana का Ex-Agniveer employment framework अब केवल policy announcement तक सीमित नहीं है।
18 August 2026 के consolidated instructions ने reservation percentages, roster framework और exemptions को update कर दिया है, जबकि 25 August 2026 की vacancy exercise actual government posts की पहचान की दिशा में अगला administrative step है।
Candidates के लिए अभी सबसे important milestone किसी speculative vacancy number पर भरोसा करना नहीं, बल्कि official department-wise vacancy figures और उसके बाद HSSC/HPSC advertisement का इंतजार करना है।
