8th CPC revises consultant hiring plan: 23-member support team, 16 young professionals

The 8th Central Pay Commission (8th CPC) has revised its consultant-engagement plan, increasing the proposed team from 20 to 23 professionals.

The change was issued through a partial modification dated 11 August 2026 to the original consultant guidelines released on 10 April 2026.

Young Professionals now form the largest part of the proposed team

Under the revised structure, 16 of the 23 positions are for Young Professionals.

The experience requirement for the three categories is:

  • Senior Consultant: minimum 10 years of relevant experience
  • Consultant: minimum 6 years
  • Young Professional: minimum 2 years

Eligibility is to be assessed with reference to the 1 August 2026 cut-off date mentioned in the revised framework.

This creates a noticeably younger staffing profile than the April arrangement, where Senior Consultants accounted for five positions and Young Professionals for ten.

Technical and data-related skills receive greater attention

The modification also expands the scope for technically qualified applicants.

Candidates with relevant B.Tech or M.Tech backgrounds can be considered where their experience relates to fields such as:

  • information technology;
  • data analysis;
  • data visualisation; and
  • other relevant technical work.

The consultant framework also places value on practical abilities such as research, compilation of information, collation of inputs, preparation of draft notes, spreadsheet work and presentations.

Why the staffing change is relevant?

The Pay Commission is collecting information from ministries, departments, organisations and stakeholders while also receiving memorandums and conducting consultations.

Its own data portal refers to the Commission’s extensive data requirements.

A larger group of working-level professionals can therefore support tasks such as:

organising data → comparing submissions → preparing analytical material → creating tables and visualisations → supporting draft work

The revised staffing structure suggests that the Commission wants more capacity for this type of hands-on analytical work.

It does not, however, reveal what recommendations the Commission will ultimately make.

Have any consultants been appointed yet?

The 8th CPC’s official directory lists the Commission’s officers and existing staff.

At the stage examined for this update, the directory did not list appointments under the designations Senior Consultant, Consultant or Young Professional.

The 11 August document should therefore be read as a revision of the engagement framework and proposed strength, rather than evidence that all 23 positions have already been filled.

Any later appointments should be checked against the Commission’s updated official directory.

What this update does not tell employees or pensioners?

Consultant recruitment is an administrative and staffing development.

It does not amount to an announcement of:

  • fitment factor;
  • revised minimum pay;
  • pension calculation formula;
  • DA/DR merger;
  • Military Service Pay changes; or
  • acceptance of employee or pensioner demands.

These issues will depend on the Commission’s eventual examination and recommendations.

What the 11 August modification actually shows?

The revised consultant structure gives the clearest indication of one thing: the 8th CPC is strengthening its research and analytical support capacity.

Instead of expanding senior-level positions, the Commission has increased the number of Young Professionals substantially, creating a team structure weighted towards data handling, research, technical work and preparation of analytical material.

For Central Government employees and pensioners, this is an important process update—but not yet a pay or pension outcome.
