he 8th Central Pay Commission has announced another round of stakeholder interactions in Delhi.
According to Notice No. 25/2/2026-App/8CPC, dated 23 July 2026, the Commission will meet eligible associations, federations and unions on:
- 7 August 2026, Friday
- 10 August 2026, Monday
Appointment requests must be submitted by 31 July 2026 using the online form mentioned in the notice.
However, this opportunity is not open to every employee or organisation automatically. The Commission has prescribed specific eligibility conditions.
Who can request an appointment?
The notice is specifically addressed to:
- associations;
- federations;
- unions;
representing Central Government or Union Territory employees and located or registered in Delhi.
To seek an appointment, the stakeholder body must also satisfy two additional conditions:
- It must have already submitted a memorandum to the 8th Central Pay Commission.
- It must not have previously interacted with the Commission in Delhi or in any State or Union Territory.
Therefore, merely being a registered employee association in Delhi is not enough.
Who may not be eligible under this notice?
The following may not qualify for this particular interaction:
- organisations that did not submit a memorandum;
- bodies that have already met the Commission;
- associations registered or located outside Delhi;
- individual employees applying in their personal capacity;
- organisations without a valid Memo ID.
The final decision regarding appointments will remain with the Commission.

Why is the Memo ID compulsory?
The notice requires every appointment request to include the organisation’s unique Memo ID.
The Memo ID was generated when a memorandum was submitted through the Commission’s structured online process.
It helps the Commission:
- identify the memorandum;
- connect the appointment request with the earlier submission;
- verify whether the organisation submitted its demands;
- review the issues before the interaction;
- avoid duplicate requests.
An association that cannot provide its valid Memo ID may not be able to complete the appointment request.
The Commission’s official memorandum process accepted submissions from employees, pensioners, Defence Forces personnel, associations, unions and other eligible stakeholders between March and June 2026.
Does submitting the form guarantee a meeting?
No.
The notice invites eligible stakeholders to seek an appointment. It does not promise that every request will be accepted.
The Commission may examine:
- whether the organisation is based or registered in Delhi;
- whether it submitted a valid memorandum;
- whether it has already participated in an interaction;
- relevance of the issues raised;
- available meeting time;
- duplication between organisations;
- completeness of the request.
Selected organisations will receive venue and time details subsequently.
What should associations prepare before applying?
Eligible organisations should keep the following information ready:
- official name of the association, federation or union;
- registration and contact details;
- unique Memo ID;
- memorandum submission acknowledgement;
- name and designation of proposed representatives;
- contact number and email;
- short summary of the main demands;
- confirmation that no earlier interaction has taken place.
All information should match the records used during memorandum submission.
What should representatives prepare for the meeting?
A short meeting should not be used to repeat a lengthy memorandum word for word.
Representatives should prepare a focused presentation covering:
- three to five main demands;
- financial impact;
- number of affected employees or pensioners;
- current rule or anomaly;
- supporting government orders;
- earlier Pay Commission recommendations;
- practical solution requested;
- implementation cost and likely benefit.
The strongest presentation will combine employee concerns with verifiable data.
Which issues may be raised?
Depending on the organisation represented, subjects may include:
- minimum pay;
- fitment factor;
- pay-matrix anomalies;
- promotional hierarchy;
- Modified Assured Career Progression;
- allowances;
- pension revision;
- family pension;
- National Pension System;
- restoration of commuted pension;
- medical benefits;
- retirement conditions;
- cadre-specific pay disparities.
The notice itself does not announce any decision on these subjects. It only creates an opportunity for eligible bodies to interact with the Commission.
Has the fitment factor been announced?
No.
This notice does not contain:
- a proposed fitment factor;
- revised minimum pay;
- a new pay matrix;
- an implementation date;
- pension multiplication formula;
- salary-increase percentage.
Any figure circulating alongside this notice should be treated as a demand or estimate unless it appears in an official Commission recommendation or government order.
What about organisations outside Delhi?
The notice states that the Commission will hold more meetings:
- in Delhi;
- in other States;
- in Union Territories.
Stakeholders outside Delhi NCR have been advised to seek appointments when the Commission visits:
- their own State or Union Territory; or
- a nearby State or Union Territory.
This indicates that the consultation process will continue beyond the two August meetings.
Upcoming visits and interaction notices are expected to be published on the official 8th CPC website. The Commission has already used its website to announce interactions in Delhi and several States.
Can an organisation that already met the Commission apply again?
The wording of the notice indicates that the August opportunity is intended for stakeholders who:
- submitted a memorandum; and
- have not yet interacted with the Commission in Delhi or elsewhere.
An organisation that has already participated should therefore not assume eligibility for another meeting under this notice.
Why is this notice important?
The notice provides another opportunity for employee organisations whose memoranda have been submitted but not yet discussed personally.
Direct interaction can help the Commission:
- understand complex service issues;
- ask questions about written demands;
- compare similar representations;
- identify practical anomalies;
- obtain supporting data;
- distinguish widespread concerns from isolated cases.
However, an interaction does not mean that every demand will be accepted.
The Commission will evaluate representations before making its recommendations.
