Assam में Government job तलाश रहे Ex-Servicemen के लिए 7 September 2026 का Cabinet decision practical importance रखता है। Cabinet ने Grade III और Grade IV State Government posts में existing 2% Ex-Servicemen reservation का लाभ लेने के लिए upper-age limit को 42 years से बढ़ाकर 45 years करने की approval दी है।
इसका immediate meaning है:
Old ceiling: 42 years
Cabinet-approved ceiling: 45 years
Additional opportunity window: 3 years
लेकिन इस announcement को तीन अलग stages में समझना जरूरी है:
Cabinet approval → Formal rule amendment/notification → Recruitment advertisement में application
यही distinction उन veterans के लिए सबसे important है जिनकी age 42 से 45 years के बीच है।
यह नया reservation नहीं है—age window बढ़ाने का फैसला है
इस announcement को “Assam ने veterans को नया 2% reservation दिया” कहना गलत होगा।
Assam Government के Assam Ex-Servicemen (Reservation of Posts in State Services and Posts of Grade-III and Grade-IV) Rules पहले से Grade III और Grade IV posts की each category में 2% posts Ex-Servicemen के लिए reserve करते हैं। Official Gazette में यह rule 3 February 2022 को publish हुआ था।
Latest Cabinet decision existing quota का percentage नहीं बढ़ाता।
असल change है:
उस existing 2% reservation को use करने के लिए Ex-Servicemen का base upper-age limit 42 से 45 years करने की approval।
इसलिए दो चीजें अलग रखें:
Reservation percentage = 2%
Age ceiling = proposed/revised to 45 years
पुराना 42-year ceiling कैसे बना था?
Assam Personnel Department के Office Memorandum No. ABP.6/2016/51 dated 2 September 2020 ने Grade III और IV posts में general upper-age limit को 38 से बढ़ाकर 40 years किया था।
उसी OM में category-wise ceiling broadly यह थी:

Ex-Servicemen को general age से 2 years relaxation, इसलिए 40 + 2 = 42 years, दिया गया था।
2022 Ex-Servicemen Reservation Rules ने भी Grade III/IV Ex-Servicemen के लिए यही 42-year base ceiling retain की।
42 से 45 करने की जरूरत क्यों महसूस हुई?
Cabinet decision की reporting के अनुसार Chief Minister Himanta Biswa Sarma ने reasoning यह बताई कि Armed Forces personnel कई मामलों में ऐसी age पर retire होते हैं जहां 42-year ceiling उन्हें State Government recruitment के लिए बहुत सीमित window देती थी।
उन्होंने Assam Regimental Centre, Shillong की अपनी recent visit के दौरान raised request का भी उल्लेख किया, जहां age limit 45 years करने की मांग सामने आई थी।
Practical problem समझिए:
अगर कोई eligible veteran retirement के समय ही करीब 42 years का है, तो old system में उसके पास Ex-Servicemen quota use करने का effective opportunity बहुत कम हो सकता था।
Revised ceiling theoretically उसे:
42 → 43 → 44 → 45
तक additional recruitment opportunities देती है।
लेकिन age relaxation job tenure या guaranteed appointment नहीं है—यह सिर्फ eligibility window expand करती है।
किस प्रकार की jobs पर यह specific ESM framework लागू है?
2022 official Rules स्पष्ट रूप से State Services and Posts borne in Grade III and Grade IV पर apply होते हैं।
इसलिए 45-year Cabinet decision को automatically:
- every Assam Government post,
- Grade I,
- Grade II,
- contractual appointment,
- PSU job,
- police-specific recruitment,
- autonomous body recruitment
पर apply नहीं करना चाहिए।
कुछ दूसरी categories/posts के लिए अलग recruitment rules और अलग Ex-Servicemen age provisions हो सकती हैं।
यह article specifically Grade III और Grade IV ESM reservation framework की बात कर रहा है।
2% Ex-Servicemen quota के अंदर 25% और 75% का rule क्या है?
यह official Rules का एक बहुत important लेकिन कम-discussed provision है।
Grade III और IV में Ex-Servicemen के लिए जो 2% reservation है, उसी 2% के अंदर distribution है:
25% of ESM quota
→ disabled Ex-Servicemen whose disability arose in service + family of deceased Ex-Servicemen killed in action
75% of ESM quota
→ other Ex-Servicemen.
इसे mathematically समझें:
अगर किसी recruitment structure में ESM-reserved vacancies identify होती हैं, तो internal preference ESM quota के भीतर operate करती है।
इसका मतलब बिल्कुल नहीं है:
25% of all Assam Government jobs are reserved for disabled veterans.
SC/ST और OBC/MOBC Ex-Servicemen के लिए सबसे बड़ा unanswered question क्या है?
Old 2022 Rules में category-specific ESM ceilings separately stated हैं:
Base Ex-Servicemen → 42 years
OBC/MOBC Ex-Servicemen → up to 45 years
SC/ST Ex-Servicemen → up to 47 years.
अब Cabinet ने base ESM ceiling को 42 से 45 years करने की approval दी है।
Naturally सवाल उठता है:
अगर base ESM = 45 होगा, तो क्या:
OBC/MOBC ESM → 48 years?
और
SC/ST ESM → 50 years?
अभी ऐसा automatically लिखना सुरक्षित नहीं है।
Cabinet-decision reporting available है, लेकिन reviewed official material में revised category-wise ceiling का detailed table सामने नहीं आया।
इसलिए OBC/MOBC और SC/ST ESM candidates को old relaxation simply add करके new age assume नहीं करनी चाहिए।
Formal Personnel Department amendment इस point पर decisive होगा।
क्या 45 years का मतलब current recruitment form अब automatically accept करेगा?
यह assume नहीं करना चाहिए।
Cabinet का policy decision और recruitment portal का legal/technical implementation दो अलग चीजें हैं।
Suppose कोई advertisement Cabinet decision से पहले issue हुआ था और उसमें लिखा है:
Maximum ESM age: 42 years
तो 43 या 44-year-old veteran को सिर्फ news report देखकर यह assume नहीं करना चाहिए कि portal automatically उसका application accept करेगा।
Practical sequence ideally यह होगा:
Cabinet approval
→ Personnel Department issues amendment/order
→ Recruiting authority incorporates rule
→ Existing advertisement हो तो corrigendum, where required
→ Candidate applies according to notified conditions
अगर advertisement itself revised ceiling mention करता है, position much clearer होगी।
क्या 45 years तक eligible होना Government job guarantee करता है?
No.
Age ceiling सिर्फ एक eligibility condition है।
Candidate को concerned recruitment में अभी भी applicable:
- educational qualification;
- Ex-Serviceman definition/status;
- category certificate;
- age proof;
- application conditions;
- examination/skill test;
- document verification;
- merit/selection process
meet करना होगा।
2022 Rules में भी age के अलावा educational qualification से जुड़े specific ESM provisions दिए गए हैं। उदाहरण के लिए certain Grade IV reserved vacancies में Armed Forces service length के आधार पर educational qualification relaxation possible है; Grade III में 15 years’ Armed Forces service और specified military education certificate वाले matriculate Ex-Servicemen के लिए certain graduation-level posts पर provision मौजूद है, जहां technical/professional qualification essential न हो।
इससे एक important lesson निकलता है:
ESM recruitment framework सिर्फ age relaxation नहीं है; vacancy-specific qualification और reservation rules भी check करने होते हैं।
क्या 45-year decision के साथ नई Government vacancies announce हुई हैं?
No.
यह policy announcement स्वयं कोई recruitment advertisement नहीं है।
Cabinet decision से यह information नहीं मिलती:
- कितनी Grade III vacancies निकली हैं;
- कितनी Grade IV vacancies निकली हैं;
- कौन-सा department recruit करेगा;
- application कब खुलेगी;
- exam कब होगा;
- salary कितनी होगी.
इसलिए:
“Assam Government ने veterans के लिए नई jobs निकाल दीं”
अभी गलत interpretation होगी।
Correct statement:
Assam Cabinet ने future/eligible Grade III-IV recruitment में ESM reservation use करने के age window को बढ़ाने की approval दी है।
किन veterans को इस decision को सबसे closely track करना चाहिए?
सबसे immediate beneficiaries वे Ex-Servicemen हो सकते हैं जिनकी current age:
42 से अधिक लेकिन 45 तक है।
Earlier ceiling में वे base ESM age condition से बाहर हो सकते थे।
Cabinet-approved structure लागू होने पर यह group फिर age eligibility के भीतर आ सकता है—subject to formal notification और concerned recruitment’s cut-off date.
इसके अलावा:
OBC/MOBC और SC/ST ESM candidates
को formal category-wise amendment खास तौर पर track करना चाहिए।
Age हमेशा आज की date से calculate होगी?
Necessary नहीं।
Recruitment advertisements typically एक specified cut-off date देते हैं, जैसे:
Age as on 1 January 20XX
या कोई दूसरी prescribed date।
इसलिए candidate की आज की उम्र से ज्यादा important advertisement में दिया हुआ age reckoning date होगा।
Example:
अगर किसी candidate की age आज 45 से कम है लेकिन advertisement की cut-off date पर prescribed maximum exceed करती है, eligibility अलग हो सकती है।
इसलिए “मैं अभी 44 का हूं” alone sufficient eligibility test नहीं है।
42–45 age group वाले veteran के लिए applicant checklist
एक और important rule: unfilled ESM vacancy का क्या होता है?
2022 Rules में यह भी provision है कि अगर किसी वर्ष reserved Ex-Servicemen vacancy suitable ESM candidate उपलब्ध न होने के कारण fill नहीं होती और public-service efficiency के कारण vacancy खाली रखना possible न हो, तो Appointing Authority justification के साथ Personnel Department को de-reservation consideration के लिए case refer कर सकती है।
इसलिए 2% reservation को भी यह समझना गलत होगा कि हर recruitment में हर reserved vacancy indefinite period तक ESM के लिए खाली ही रहेगी।
यह provision case-by-case Government process allow करता है।
क्या reserved-category ESM selection double-count होती है?
Official Rules में एक और useful technical provision है।
अगर 2% Ex-Servicemen reservation के तहत selected candidate SC/ST/OBC/MOBC category से है, तो उसका selection applicable State orders के अनुसार corresponding social-category reservation quota में भी count किया जा सकता है।
यह recruitment roster का technical matter है और individual candidate को अपनी vacancy arithmetic खुद assume नहीं करनी चाहिए।
Recruiting authority का official roster/advertisement final practical reference होगा।

Veterans को अब सबसे पहले कौन-से documents watch करने चाहिए?
News article से ज्यादा important अगला official document होगा।
Priority order:
1. Assam Personnel Department amendment / Gazette / OM
यह बताएगा कि 2022 Rules का age provision formally कैसे बदला गया।
2. Category-specific wording
OBC/MOBC और SC/ST Ex-Servicemen की revised maximum age इसी से conclusively clear होनी चाहिए।
3. Recruitment advertisement
यह बताएगा कि specific vacancy में ESM quota, age cut-off और qualifications कैसे लागू होंगे।
4. Corrigendum
अगर कोई recruitment पहले से चल रही है, तो age rule में change होने पर concerned authority का corrigendum particularly important हो सकता है।
Assam Cabinet का decision Ex-Servicemen के लिए meaningful है क्योंकि यह existing Grade III/IV Government-job reservation को practically use करने का 3-year larger window देने की दिशा में कदम है।
लेकिन इस development को ऐसे नहीं पढ़ना चाहिए:
“45 साल तक हर veteran को Government job मिलेगी.”
सही interpretation है:
Existing 2% Ex-Servicemen reservation जारी है; Cabinet ने base age eligibility को 42 से 45 years करने की approval दी है. अब formal rule amendment यह clear करेगा कि revised category-wise ceilings क्या होंगी और specific recruitments इस change को कैसे implement करेंगी।
Especially 42–45 age group और SC/ST/OBC-MOBC Ex-Servicemen को next Personnel Department notification closely watch करनी चाहिए।
