Cabinet approved the 8th CPC Terms of Reference (PIB): What it confirms and what it only “expects”

The Press Information Bureau (PIB) release dated 28 October 2025 confirms that the Union Cabinet approved the Terms of Reference of the 8th Central Pay Commission. This is a key official step because it shows Cabinet-level approval of the framework before the Gazette constitution followed shortly after.

What the PIB release confirms
– Cabinet approval of the Terms of Reference
– Commission structure: Chairperson, Member (Part-Time), Member-Secretary
– Timeline: recommendations within 18 months of constitution
– Constraints to be considered: fiscal prudence, welfare expenditure needs, unfunded pension cost, state finance impact, and comparison with CPSU/private sector structures

The PIB also contains an important background line that many portals misread
PIB states that Pay Commission recommendations are usually implemented after a gap of every ten years and adds that, going by this trend, the effect “would normally be expected” from 01.01.2026.
