Kulagad Bridge collapse in Uttarakhand: 75 hrs में Army Rescue से BRO Route Restoration तक क्या हुआ?

उत्तराखंड के सीमांत Pithoragarh जिले में 19 August 2026 को Kulagad Bridge के क्षतिग्रस्त होने से Dharchula के आगे Vyas और Darma valleys की road connectivity अचानक टूट गई। असर केवल स्थानीय traffic तक सीमित नहीं था—Kailash Mansarovar और Adi Kailash routes, remote Himalayan villages और India-China border की ओर जाने वाली supply movement भी प्रभावित हुई।

इसके बाद response तीन अलग stages में आगे बढ़ा। Indian Army की Kumaon Scouts HADR Column ने ropes के जरिए temporary human crossing बनाकर 300 से अधिक locals और tourists की movement facilitate की; Panchshul Brigade ने बाद में Kailash Mansarovar pilgrims और local residents को affected stretch से निकलने में मदद की; और Border Roads Organisation ने alternate road तैयार कर लगभग 75 hours के disruption के बाद vehicular connectivity restore कर दी।

यही इस incident की सबसे महत्वपूर्ण बात है: rescue और road restoration एक ही operation नहीं थे। लोगों के लिए immediate रास्ता Army ने बनाया; vehicles और supplies के लिए alternative road BRO ने बाद में खोला।

19 August को route पर वास्तव में क्या हुआ?

Heavy rain और landslide activity के बीच पहाड़ी से गिरे बड़े boulders ने Kulagad के bridge को damage किया। Traffic Dharchula से ऊंची Himalayan valleys की ओर रोकना पड़ा। Hindustan Times ने उस समय Dharchula SDM Ashish Joshi के हवाले से लोगों को alternative route तैयार होने तक high-altitude valley villages की ओर travel avoid करने की सलाह दिए जाने की जानकारी दी थी।

Times of India ने Kulagad को Dharchula से करीब 9 km दूर बताते हुए report किया कि इसी disruption के दौरान 47 Kailash Mansarovar pilgrims Gunji में stranded हुए। उसी corridor पर Malgad में भी landslide के कारण movement प्रभावित हुई थी।

Bridge की technical description अलग reports में एक जैसी नहीं रही—कुछ sources ने इसे Bailey bridge कहा, जबकि दूसरे ने suspension bridge लिखा। इसलिए सबसे सुरक्षित factual description “Kulagad Bridge” है, जब तक किसी authoritative engineering document से exact structure clear न हो।

यह bridge केवल एक local crossing क्यों नहीं था?

Kulagad Dharchula से आगे उस connectivity chain का हिस्सा है जो remote settlements और high-altitude border belt को नीचे के administrative centres से जोड़ती है।

Route disruption का असर broadly इन पर पड़ा:

  • Vyas और Darma valleys;
  • nearby high-altitude settlements;
  • Kailash Mansarovar route;
  • Adi Kailash connectivity;
  • essential supplies;
  • security-force posts towards the India-China border.

BRO द्वारा alternate road खोले जाने के बाद Dharchula SDM ने बताया कि villages के साथ border posts तक essential supplies की movement भी resume हुई।

इसलिए restoration केवल stranded tourists को निकालने की जरूरत नहीं थी। यह civilian mobility + pilgrimage + border logistics तीनों से जुड़ा infrastructure issue था।

Kumaon Scouts ने bridge की जगह क्या बनाया?

Indian Army के PRO, Dehradun Region की communication के अनुसार bridge damage के बाद Kumaon Scouts की HADR Column को SDM Dharchula के consultation में activate किया गया।

Rescue element site पर पहुंचने के बाद personnel ने damaged crossing के across ropes secure कीं और fast-flowing stream के ऊपर stranded लोगों की controlled movement शुरू कराई। Army communication के अनुसार:

  • 300 से अधिक locals और tourists को safely move कराया गया;
  • rescue operation seven hours से अधिक चला;
  • operation civil administration के coordination में किया गया।

इसका अर्थ यह नहीं है कि Army ने उसी समय नया road bridge बना दिया।

Kumaon Scouts ने temporary rope-assisted human access establish किया। यह immediate emergency requirement का solution था—जब normal crossing unavailable थी, तब लोगों को दूसरी ओर पहुंचाने के लिए controlled route उपलब्ध कराना।

300+ people और seven-hour operation का क्या मतलब है?

“300+ लोगों को पार कराया” headline में simple number लगता है, लेकिन operationally यह एक sustained rescue था।

एक rope-assisted crossing को hours तक functional रखना केवल initial ropes secure करने तक सीमित नहीं होता। हर व्यक्ति की movement control करनी होती है, terrain और water conditions observe करनी होती हैं और crossing पर crowd build-up रोकना पड़ता है।

Public Army communication इस operation की हर technical rope configuration, anchor system या individual equipment detail नहीं बताती। इसलिए specific mountaineering techniques invent करना उचित नहीं होगा।

Confirmed information इतनी है:

fast-flowing stream + secured ropes + 300+ people + 7+ hours.

Panchshul Brigade की भूमिका अलग क्यों समझनी चाहिए?

Kulagad incident के बाद Army की एक subsequent communication में Panchshul Brigade का नाम भी सामने आया।

PRO Dehradun के अनुसार Kailash Mansarovar Yatra की 9th batch को Kulagad के affected stretch से safely move कराने में Panchshul Brigade ने सहायता की। Army personnel ने pilgrims के साथ local residents की movement भी facilitate की।

यह update Kumaon Scouts के 300+ / seven-hour rescue communication से अलग है।

इसलिए responsible interpretation है:

Kumaon Scouts
→ immediate HADR rope-assisted crossing.

Panchshul Brigade
→ subsequent assistance to pilgrims and residents across the affected stretch.

दोनों developments एक ही disaster response chain का हिस्सा हैं, लेकिन available official communication उन्हें एक ही exact operation या identical beneficiary group के रूप में establish नहीं करती।

Kailash Mansarovar Yatra पर इसका क्या असर पड़ा?

Incident का timing महत्वपूर्ण था।

Uttarakhand Government के अनुसार Kailash Mansarovar Yatra की ninth batch को 19 August 2026 को India में enter करना था। उस batch में 48 members थे, जिनमें तीन KMVN cooks शामिल थे।

Route disruption के दौरान TOI ने 47 pilgrims के Gunji में temporarily stranded होने की report दी। बाद में Army communication ने ninth batch के pilgrims को Kulagad affected stretch से safely assist किए जाने की पुष्टि की।

इससे यह clear होता है कि bridge failure एक active pilgrimage window के दौरान हुआ था, इसलिए restoration और controlled human movement की urgency ज्यादा थी।

Army rescue के बाद भी BRO की जरूरत क्यों पड़ी?

Rope-assisted crossing लोगों को पार करा सकती थी।

लेकिन वह:

  • cars;
  • buses;
  • supply trucks;
  • construction vehicles;
  • bulk essential supplies

के लिए road connectivity restore नहीं कर सकती थी।

यहीं BRO का phase शुरू होता है।

Administrative reporting के अनुसार BRO engineers ने damaged bridge के पास alternate road develop किया। लगभग 75 hours के disruption के बाद Vyas और Darma valleys की ओर vehicular traffic फिर शुरू हो गया।

Dharchula SDM Ashish Joshi के अनुसार route reopen होने के बाद villages और India-China border के security-force posts के लिए essential supplies भी फिर से move होने लगीं।

इसलिए:

Army rope crossing = human access

और

BRO alternate road = vehicular access

दोनों को interchangeable नहीं समझना चाहिए।

75 hours में response कैसे आगे बढ़ा?

Available information को chronological sequence में रखने पर incident ज्यादा साफ दिखाई देता है:

This is why the story should not end with the rope rescue. The complete response continued until road traffic and supply movement could restart.

क्या damaged bridge अब replace हो चुका है?

As of the latest reporting used for this article, the immediate solution was an alternate road, not completion of the permanent replacement bridge.

22 August reports cited officials/BRO sources saying a replacement structure was expected within approximately 20–25 days.

इस timeframe को target/expected engineering schedule समझना चाहिए।

इसे:

“new bridge has been completed”

या

“bridge will definitely be ready on a fixed date”

के रूप में नहीं लिखा जाना चाहिए।

Until official completion is announced, current confirmed position is that vehicular connectivity was restored through an alternative road.

क्या इसे Army ने bridge बनाया वाली story कहना सही होगा?

नहीं।

ऐसा headline factual roles को mix कर देगा।

Available evidence बताता है:

Army/Kumaon Scouts
→ temporary rope-assisted crossing.

Panchshul Brigade
→ subsequent movement assistance.

BRO
→ alternate road for vehicles.

Future replacement structure
→ later engineering work, with a 20–25 day expected timeline reported by officials.

यह distinction credit कम नहीं करता; बल्कि प्रत्येक agency के actual contribution को अधिक accurately दिखाता है।

क्या confirmed है और क्या overstate नहीं करना चाहिए?

  • Specific rope-rescue equipment/technique इस्तेमाल हुई, जब तक Army उसे officially detail न करे.
इस incident से सबसे important operational lesson क्या निकलता है?

Kulagad response दिखाता है कि disaster connectivity को restore करना एक single-step task नहीं होता।

पहली priority थी people movement—Kumaon Scouts ने वह gap temporary rope crossing से fill किया।

दूसरी requirement थी affected stretch पर continued assistance—इसमें Panchshul Brigade की role सामने आई।

तीसरी requirement थी road traffic और supplies—इसे BRO के alternate route ने restore किया।

इसलिए Kulagad की पूरी story को इस sequence में समझना ज्यादा accurate है:

Immediate Human Access → Controlled Rescue → Continued Army Assistance → Alternate Road → Vehicular Connectivity

19 August को bridge failure से शुरू हुआ disruption लगभग 75 hours बाद road traffic resume होने तक अलग-अलग agencies के coordinated response से manage किया गया।

अब अगला infrastructure milestone damaged crossing पर permanent replacement bridge का completion होगा। जब तक उसका official completion update नहीं आता, alternate road को restored vehicular connectivity का confirmed mechanism माना जाना चाहिए।
