सरकारी officers के लिए public policy अब केवल file noting या scheme approval तक सीमित विषय नहीं रह गया है.
आज governance में data, finance, law, leadership, stakeholder management, ethics, implementation और impact measurement — सब एक साथ समझना पड़ता है.
इसी background में DoPT और IIM Calcutta का One Year Executive Programme in Public Policy and Management, EPPPM 2026 important हो जाता है.
यह programme सामान्य public admission या private MBA course नहीं है.
यह serving eligible government officers के लिए एक Long Term Domestic Training Programme है, जिसे IIM Calcutta DoPT के collaboration में offer कर रहा है.
Programme 18 July 2026 से शुरू होगा और nominations/applications 15 July 2026 तक पहुंचनी चाहिए.
इसका मतलब है कि interested officers के पास बहुत कम समय है.
EPPPM 2026 क्या है?
EPPPM का full form है:
Executive Programme in Public Policy and Management
यह IIM Calcutta का one-year hybrid programme है, जिसे DoPT के साथ collaboration में launch किया गया है.
इस programme की सबसे बड़ी खासियत यह है कि इसमें कोई international component नहीं है. इसे officer-friendly domestic programme के रूप में design किया गया है ताकि officers अपनी current posting या assignment continue कर सकें.
यानी यह ऐसा programme नहीं है जिसमें officer को लंबे समय के लिए workplace से दूर रहना पड़े.
Hybrid model के कारण officer को online learning और limited campus immersion दोनों का benefit मिलेगा.
यह programme क्यों important है?
Government officers को आज केवल rules और procedure ही नहीं, बल्कि complex policy environment भी समझना पड़ता है.
एक policy decision में कई factors जुड़े होते हैं:
budget,
law,
politics,
society,
data,
implementation capacity,
citizen impact,
stakeholder response,
and ethical decision-making.
EPPPM इसी gap को address करता है.
Programme का objective ऐसे officers develop करना है जो modern governance को better तरीके से navigate कर सकें और public policy initiatives को impact-oriented बना सकें.

कौन apply कर सकता है?
यह programme mainly इन categories के officers के लिए है:
All India Services officers, यानी IAS, IPS और IFoS,
Central Civil Services Group ‘A’ officers,
State Civil Services Group ‘A’ officers,
State Administrative Training Institutes के faculty members,
और Central Training Institutes के faculty members.
लेकिन केवल category में आना पर्याप्त नहीं है.
Eligibility conditions भी meet करनी होंगी.
Eligibility conditions क्या हैं?
Officer को programme commencement date तक 5 years of Group ‘A’ service complete होना चाहिए.
Officer के पास programme complete होने के बाद कम से कम 5 years remaining service होनी चाहिए.
Earlier training restriction भी है. Officer ने recent years में certain long-duration training programmes attend नहीं किए होने चाहिए.
Important restrictions include:
India में previous 5 years के दौरान 12 weeks या उससे ज्यादा duration का training programme नहीं होना चाहिए.
Foreign training में भी restrictions हैं:
preceding 2 years में 2 weeks से ज्यादा,
preceding 3 years में 1 month से ज्यादा,
या preceding 5 years में 6 months से ज्यादा foreign training नहीं होनी चाहिए.
इसका मतलब यह programme उन officers के लिए है जिनके पास आगे service में इस training का practical use करने का time भी हो.
यह retired officers के लिए नहीं है
यह point बहुत साफ रखना जरूरी है.
यह programme retired officers, general public, private candidates या ex-servicemen resettlement course के लिए नहीं है.
यह serving Group ‘A’ officers और eligible training institute faculty के लिए है, subject to nomination, vigilance clearance और DoPT approval.
इसलिए इसे “IIM Calcutta में सभी के लिए public policy course” की तरह publish करना गलत होगा.

Course fee कितनी है?
Programme fee है:
₹3.35 lakh + GST per participant
Fee में course material, IIM Calcutta library और e-resources access during campus stay, faculty cost, board and lodging, AC accommodation on twin-sharing basis during campus modules, programme kit और networking dinners शामिल हैं.
Fee payment government-sponsored candidates के लिए Cadre Controlling Authorities के through किया जाएगा.

6:45 PM से 9:45 PM
यानी sessions mainly Saturday evening में रखे गए हैं ताकि officers अपनी regular duty continue कर सकें.
इसके अलावा IIM Calcutta campus में two campus modules होंगे.
हर campus module 3 days का होगा.
यह structure इसलिए practical है क्योंकि officers को लंबी residential absence नहीं लेनी पड़ेगी, लेकिन उन्हें campus exposure भी मिलेगा.

EPPPM में public policy और governance से जुड़े multiple modules हैं.

इस course structure से साफ है कि programme केवल theory नहीं पढ़ाता.

इस programme से officers को क्या सीखने को मिलेगा?
EPPPM officers को five major areas में strengthen कर सकता है:
policy analysis,
strategic planning,
stakeholder management,
ethical decision-making,
and contemporary governance understanding.
आज government officers को schemes बनानी, implement करनी, evaluate करनी और defend करनी पड़ती हैं.
उन्हें Parliament Questions, media scrutiny, audit, court matters, citizen expectations और inter-departmental coordination जैसे pressures भी handle करने पड़ते हैं.
ऐसे में public policy training केवल academic नहीं रहती. यह day-to-day governance के लिए practical value बन सकती है.
Selection process कैसे होगा?
Selection direct admission जैसा नहीं है.
Nominations Cadre Controlling Authorities के through DoPT को भेजी जानी हैं.
Officer directly IIM Calcutta को apply कर सकता है, लेकिन DoPT को intimation देना होगा.
Final selection के लिए जरूरी होगा:
formal application,
Cadre Controlling Authority की recommendation,
vigilance clearance,
and approval of competent authority in DoPT.
Shortlisting profile और statement of purpose के आधार पर की जाएगी.
इसलिए SOP यानी Statement of Purpose बहुत important document होगा.
Statement of Purpose क्यों important है?
SOP में officer को यह explain करना होगा कि वह programme क्यों करना चाहता है.
Weak SOP केवल यह कहेगा:
“I want to improve my knowledge of public policy.”
Strong SOP यह बताएगा:
officer किस policy area पर काम कर रहा है,
उसकी current role में कौन-सी governance challenge है,
programme से वह कौन-सी capability develop करना चाहता है,
और course learning को department या state government में कैसे use करेगा.
EPPPM जैसे programme में SOP सिर्फ formality नहीं है.
यह selection committee को officer की seriousness, policy interest और future utility समझाने का मौका देता है.
Public policy area identify करना जरूरी है
Application form में officer से public policy area identify करने को कहा गया है, वह भी Ministry, Department या State Government की approval के साथ.
यह point बहुत important है.
इसका मतलब course केवल personal learning नहीं है.
Officer से expectation है कि programme period के दौरान वह किसी identified public policy area पर policy document prepare करे.
इसलिए applicants को अपने department की जरूरत, current responsibility और policy relevance के हिसाब से topic choose करना चाहिए.
Attendance rules को हल्के में न लें
Programme complete करने के लिए minimum 75% attendance जरूरी है.
Recorded sessions सात दिन तक available होंगी, लेकिन recorded session देखने पर attendance नहीं मिलेगी.
यह बहुत important point है.
अगर officer live sessions miss करता है और बाद में recording देखता है, तो learning तो हो सकती है, लेकिन attendance count नहीं होगी.
इसलिए Saturdays evening availability practical रूप से check करनी चाहिए.
Certificate successful completion या participation?
Programme में certificate दो तरह से मिल सकता है:
Certificate of Successful Completion
Certificate of Participation
Successful completion के लिए officer को:
75% overall attendance रखनी होगी,
all examinations appear करनी होंगी,
और “Poor” grade not more than two courses होना चाहिए.
अगर officer exams complete नहीं करता, तो result incomplete माना जाएगा और certificate नहीं मिलेगा.
इसलिए यह programme casual attendance वाला certificate course नहीं है. इसमें evaluation, assignments, participation और exams की seriousness है.
Placement assistance नहीं मिलेगी
PDF में साफ लिखा है कि IIM Calcutta long duration programme participants को placement assistance provide नहीं करेगा.
इसलिए इसे MBA placement-linked programme की तरह नहीं समझना चाहिए.
यह government officers के लिए capacity-building programme है, job-switching या placement course नहीं.
इस point को article में जरूर लिखना चाहिए ताकि readers गलत expectation न बनाएं.
Bond condition क्या है?
Programme join करने से पहले officer को bond execute करना होगा.
Bond का मतलब है कि अगर officer programme complete नहीं करता, duty resume नहीं करता, resign करता है, retire करता है, service छोड़ता है या programme complete करने के बाद 5 years के अंदर service quit करता है, तो government द्वारा programme पर हुए expenses recover किए जा सकते हैं.
इसमें pay and allowances, leave salary, course fee, travel और other expenses शामिल हो सकते हैं, along with interest.
इसलिए यह course serious service commitment के साथ जुड़ा है.
Officer को apply करने से पहले यह bond condition जरूर समझनी चाहिए.
Deputation वाले officers के लिए extra condition
जो officers Government of India में Central Staffing Scheme के तहत deputation पर हैं, उनके लिए भी condition है.
उन्हें notification की date पर central deputation tenure के कम से कम दो साल complete होने चाहिए.
ऐसे officers के लिए Establishment Officer, DoPT से NOC की requirement भी बताई गई है.
इसलिए deputation पर posted officers को application route और NOC requirement early verify करनी चाहिए.
ATI faculty के लिए क्या condition है?
State Administrative Training Institutes के faculty members भी eligible हैं, लेकिन general condition यह है कि उन्होंने programme शुरू होने की date तक कम से कम 3 years complete किए हों.
Selected ATI faculty members को programme complete करने के बाद अगले 3 years तक ATI में stay करने की requirement भी बताई गई है.
हालांकि State Civil Services से belong करने वाले faculty members के लिए यह condition necessarily apply नहीं होती.
Application कैसे भेजनी है?
Application form Cadre Controlling Authority के through भेजा जाना है.
Officer application directly भी भेज सकता है, लेकिन final route Cadre Controlling Authority से complete होना चाहिए.
Application DoPT Training Division और IIM Calcutta दोनों को भेजी जा सकती है, as per instructions.

Strong candidate वह officer होगा:
जिसका governance या policy work से clear connection हो,
जिसके पास आगे कम से कम 5 years service remaining हो,
जो Saturday evening classes attend कर सके,
जिसकी profile और SOP strong हो,
जिसका vigilance record clear हो,
जिसकी CCA recommendation timely आ सके,
